Arbitrary AdministrationTwo years ago, the state of Florida decided to eliminate its program to reduce the time served by prisoners in exchange for good behavior. Prison administrators have also taken away inmates’ televisions and weight training rooms. But the state House of Representatives is afraid of a state Senate proposal to ban smoking in state prisons, which proponents say would save the state $20 million per year in health costs. “If you do this you’re running the risk of riots,” claimed Rep. Steve Geller. Another representative feared the proposal would make inmates “crankier” and would lead to a black market in the prisons. The House rejected the proposal.
