Matthew Joseph, 22, told his mother — and then Delray Beach, Fla., police — that he had been kidnaped by drug dealers and was being held at gunpoint. The ransom: a whopping $200. As he spoke to a detective on his own cell phone, the cop told him his mother had wired his ransom to a market, and then asked, “What’s up with the wind?” He could hear it over the phone. Um, they’re moving me to a car, Joseph said. “Scream, yell, fight, run away, don’t get into the car,” Detective Mike DeBree told him. “Hang up and dial 911, we’ll trace your call.” Officers found Joseph at the market trying to get the ransom so he could buy drugs. There were no kidnapers. “He tried to manipulate the system so he could get his next fix,” DeBree said. “It’s not OK.” Joseph was charged with making a false police report — and possession of drug paraphernalia.
