When Kansas City, Mo., officials used the city’s cable TV channel to show the mug shots of a group of men arrested for soliciting prostitution, civil rights groups argued the men’s rights were violated since they were being punished — by being held up for ridicule — without first being convicted of any crime. But the finger-shaking moralizer Rev.
