So much for the concept of "the difference between men and boys is the cost of their toys"! They may have a multi-million-dollar toy, but these guys are definitely still boys. from True's 14 November 2004 issue:

The flight crew of an Australian Army helicopter has been relieved of duty pending an investigation of its actions. During the Indy 300 auto race on the Gold Coast, the chopper was supposed to be on anti-terrorist patrol, but instead was hovering near apartment balconies with a crewman hanging out the door holding a sign reading, "Show Us Your Tits", which was apparently targeted to bikini-clad women on balconies watching the race. The stunt came to light when an onlooker took a photo of the Iroquois gunship and posted it on the Internet. (Brisbane Courier-Mail) ...Meanwhile, everyone else was taking photos in the other direction.

The Photo that Got Them in Trouble And That's an Order!Printed, eh? That pretty much makes it "pre-meditated". And note that the photographer is situated slightly above the chopper. Assuming this was taken from a building's balcony, that makes the chopper significantly lower than the building's roof line.

I am coming to the party late but this was not a gunship on anti terrorist patrol buit rather the army had a display at the event for recruiting. I know because I was there working one of the recruiting displays. These guys got crucified for bringing the army image into disrepute... and rightly so.
