Taxpayers in West Virginia don’t have to worry about state employees using their Internet access to download pornography, the state’s administration secretary claims, because their older 9600 bits-per-second modems are too slow to use to download online pictures. Jim Teets says his agency’s computers aren’t as fast as the City of Charleston’s faster 28,000 bps modems, so state workers won’t be cruising pornographic sites such as the ones city Human Rights Commission employees were recently caught viewing.
