The California State Assembly has passed another resolution asking the federal government to pay it back for its Civil War costs — “reimbursement of Civil War bonds imposed on the state,” said Assemblyman Mickey Conroy. California has been trying since 1861 to collect the debt — now $81.7 million, including interest. The state’s claim is based on legislation Congress passed in 1861 to reimburse states who helped in the war. Since then, the U.S. Senate has voted eight times to reimburse California, but the House has never approved the Senate measures.
