“We need economic growth,” Singapore’s Prime Minister Goh Chok Tong says. “We also need to have the resources to support the arts and campaigns to bring about a more gracious lifestyle.” How to accomplish this? The Ministry of Environment will conduct a survey on public toilets every four or five years. Goh says the state of public restrooms reflects attitudes over public property and the consideration Singaporeans show each other. Since 1989, Singaporeans have faced fines up to $107 for the first offense of not flushing a public toilet, and up to $714 for third and subsequent offenses.
