After Francisco “Paco” Tirado, 18, was convicted of killing two women during a gang initiation rite in Fayetteville, N.C., his mother came to court to testify as a character witness at his sentencing. But Alice Tirado was stopped outside the court by the deputy because she was drunk — tests showed her blood-alcohol level was 0.27 percent, more than three times the state’s standard for intoxication.
