Ricky D. Larson was found shot to death near the city limits of La Crosse, Wisc. And that’s just the problem: local law enforcement officials aren’t sure if he was shot in the city limits, or across the border in the town of Onalaska. It makes a difference since the former is the district of the city police, and the latter would be the responsibility of the county sheriff.
