“After an official cortege passed recently toward Gomel, we received a complaint that a highway patrol officer had failed to salute,” said Vasily Bulbenkov, head of the Propaganda Department of Belarus’ Gomel regional highway police. “This was just one of our dummies.” But Bulbenkov was not denigrating Gomel’s Finest, he was referring to a new program of installing plywood cutouts of traffic policemen on roadways to cut down on reckless driving. “We have been putting dummies of policemen and their cars out on the roads,” he explained. (Reuters) ...Perhaps if they eliminated the Propaganda Department, they could afford to hire real cops to watch traffic.
