Military sites in Russia have had their electricity cut off 16 times in the past three years for non-payment. Most recently, a nuclear submarine base had its power cut off after its bill got up to $4.5 million. The commander was so incensed that he sent troops to force the restoration of power at gunpoint. Power company officials have protested, noting “the fact that military people can come to our premises and dictate their terms at gunpoint causes great ...anxiety.” (AP) ...You mean, that’s something new?
