Santa Fe, N.M., Municipal Judge Frances Gallegos likes to sentence minor offenders to community service, but with a twist: while doing the work, the offenders must wear color-coded hats. Domestic violence convicts get blue hats, shoplifters green, drunk drivers pink. “There isn’t a single high school kid or even a grade school kid in this town that doesn’t know what the pink hat is all about,” Gallegos says.
