Blessed Victory Church in Manassas, Va., shares a building with two businesses: Bubba’s Cycle Shack and the Exposed Temptations Tattoo Shop. But because of complaints about excessive noise, the church has to move. “They have a drum set and an amplified PA system,” noted the owner of Exposed Temptations. But, he added, “the noise was the only problem.
