In 1990, California voters approved a measure to limit the terms of state politicians — after three two-year terms (Assembly) or two four-year terms (Senate), legislators must either quit or run for other offices. Due to the law, 46 legislators cannot run in the next election. But that hasn’t stopped them from taking campaign contributions: the 46 have raised average campaign chests of $106,329 each — including a mighty $1.03 million by Assembly speaker Willie Brown — compared to an average of $91,565 each for legislators that can run again.
